NATCOM issues warning to Telecommunication Operators


The National Telecommunications Commission wishes to remind all Telecommunications Operators and Service Providers licensed by the Commission of its payment terms and conditions stated below:

  1. Regulatory fees and charges due and owing the Commission shall be paid within thirty (30) days of receipt of the invoice issued by the Commission.
  2. Any payment not settled within 30 days of the receipt of the Commission’s invoice shall attract an interest as follows: 5% interest of the invoiced amount within 15 days after the initial 30 days period. Thereafter an additional 10% interest would be paid on the invoiced amount.
  3. All payments are to be made in Leones to the Bank Account number stated in the invoice except where the Operator chooses to pay in United States Dollars in which instance payment should be made directly to the foreign account number which would also be stated in the invoice.
  4. Sixty days after receipt of invoice, an Operator who fails to meet its payment obligations in full would be issued with a 21-days notice of suspension of its license to operate.

Regulatory fees and charges are a fundamental term of every license issued by the Commission. Failure to comply with the same constitutes a serious breach of license conditions and in this regard the provisions of Section 30 (1) (a) of the Telecommunications Act 2006 (as amended) would be invoked accordingly.

The Commission further wishes to inform all Operators that payment by installation is not an option to settle fees. However where an Operator proffers justifiable reasons to the Commission for payment by instalment, it shall be tabled for consideration by Management.  Any such request however, if found to be reasonable, would be permitted to be made in no more than two instalments within the financial year for which the payment falls due. Whether payment is made in full or in exceptional circumstances by instalment, no post-dated cheques would be accepted by the Commission.

Operators who have failed to make any payment in respect of their regulatory fees and charges for 2012 financial year (by virtue of this publication) are hereby given twenty one (21) days notice of suspension of their license pursuant to section 30 (1) (a) of the Telecommunications Act 2006 (as amended). Within this notice period, Operators here named are directed to settle their accounts in full with the Commission. Failure or refusal to do so within the twenty one days period will result in the immediate suspension of the operator’s license upon expiration of this notice.

Operators hereby given twenty one (21) days notice of suspension of their license are as follows:

  1. Comium SL Limited
  2. Iptel
  3. Transnational (SL) Limited
  4. Thompsonian International
  5. Ketraco SL
  6. Opticom Communications
  7. Techsystems ICT Solutions

This notice takes effect as at date of publication of the same.

At the expiration of the said notice, the Commission would publish a comprehensive list of all Operators including radio stations and VSAT Operators whose license to operate in Sierra Leone would have been suspended.
