WORLD BANK FUNDS MESSED UP as US$194,000 RECYCLED

The World Bank funding to the tune of US$23 Million, that is disbursed quarterly is suffering from a dreaded disease that requires surgical operation by the Anti Corruption Commission if the latter is serious in the fight against corruption.

Mr. Peter Kaidaneh, the Project Cordinator of the West Africa Agricultural Productivity Project-Sierra Leone(WAAPSL) had already resigned his position when his contract ended in October, but realizing the fact his contract was not going to be renewed; he cleverly and quickly resigned and established a Consultancy Office, where he is now making fortune. The Monitoring and Evaluation Officer, Mr. Sheik Rogers who was to proceed to Senegal to take up a new assignment has found it impossible to do so for several reasons, among which could not be unconnected with the Ebola crisis in Sierra Leone.

The Accountant Mr. Teddy B. Koroma who allegedly prerpared a cheque for payment that had already been made to a contractor to the tune of US$ 194,000 which was intercepted by the Rokel Commercial Bank is pretending not to be aware as to how the payment was recycled and stopped by the Bank.

For the past three months prior to the resignation of the Project Coordinator, the release of funds from the kitty of WAAPSL had been suspicious and doubtful, but it would appear that the focus by those at the management level was to see that the funds are exhausted with no justifiable reason, only to satisfy their insatiable desire and achieve their unpatriotic ambition.

Neither the Ministry of Agriculture and Forestry, the supervisory body of WAAPSL and the funding agency, the World Bank are not happy with the management of the World Bank funds that was suspected to have been misappropriated with gross impunity, therefore the supervisory body has reportedly called for an enquiry and proper accountability of the funds. This would require the Project Coordinator, Mr.Peter Kaindaneh to revert to the office and give a comprehensive and transparent report not only about the funds that was disbursed, but also how he steered the ship during his tenure.

Report also alleged that the Work Bank intends to institute an audit exercise to verify reports of expenditure of money provided by the international loan shark. The Minister of Agriculture and Forestry, Dr. Sam Sesay commenting on the unfortunate development at WAAPSL, said he was disappointed over the operation and that the allegation leveled by the Project Coordinator Mr. Kaindaneh that he resigned as a result of political victimization is absolutely not true and lacked justification. “How can he make such unfounded allegation when money was provided for the smooth and proper implementation of the project, which never achieved its goal”? He concluded by saying that the truth will be searched for in the coming weeks or months.

While these steps are being contemplated or adopted to restore credibility to the project and to ensure that money spent was done judiciously and in the interest of the state to achieve its goal in providing Agricultural products for the people of this country, the Minister of Agriculture and Forestry is reportedly determined to leave no stone unturned. Meanwhile, whether the Deputy Project Coordinator, Mr. Suliaman Sesay will assumed the position of Coordinator is left with the outcome of the pending investigation, which will determine his partial or complete involvement in the alleged misappropriation of the World Bank funds (see next edition)
