Land grabbing and attempted bribing lands UK Deportee in Police custody

Madam Sia Tina Bull is said to have spent most of her life in the United Kingdom but she was deported back to Sierra Leone after authorities discovered that her presence in England is no more interested in by them. Instead of mending her lapses at home by engaging in developmental activities for herself and her family, Madam Bull is alleged to have constantly engaged in breaching the laws of Sierra Leone by engaging herself in massive land grabbing in the Western Area Peninsular Forest Reserve. After series of demarcation from colonial era, the Western Area Peninsular Forest Reserve was demarcated in 2010 and declared a national park in 2012 but massive deforestation and encroachment into this reserve is the present order of the day. Originally, the reserve occupies an area of 17,075 hectares (Sierra Leone Gazette, Vol CXLII, 2012) which serve as a source of pure drinking water for approximately two million residents. The European Union had spent more than two million Euros to protect the reserve but still people are chasing it away.

At the River Number Two, the land grabbing is very intense just like in the Sugar Loaf communities. The encroachers comprising of supporters and brushers enter after the 2010 demarcation boundary and cleared more than twenty hectares of land for their own personal benefits. After brushing in the protected area, they set fire on the forest making way for further forest clearance. Because of this, very recently, a delegation headed by Director Dr. Kolleh Bangura of the Environment Protection Agency and the head of the Forestry Department at the Ministry of Agriculture Forestry and Food Security, Mr. William Bangura visited the Number Two River and by the time of the visit, the encroachers and land grabbers escaped from the sight of the Sierra Leone Police and ran into the thick bush.

Madam Sia Tina Bull recognized that having to run away from the bush will not help her succeed her mission in achieving what she wants for herself and she accomplishes. She initiated an idea of corrupting and bribing public officers to suit her demands and comforts in continuing to grabbing and deforesting the Western Area Peninsular Forest Reserve.

According to report, after she had allegedly exhausted her contacts at the Ministry of Lands Country Planning and the Environment to make her way in, Madam Tina Bull’s first point of memory and contact is at the Director of Forestry at the Ministry of Agriculture. Mr. William Bangura said she went to the office to make her way out so that they can support her in achieving her goal. No knowing that not all public officers are corrupt and can easily be carried away; Madam Tina Bull narrated her ordeal to the Forestry Director and promised to give him and his colleague at the EPA-SL a good percentage whenever she sells part of the land to would be investors.

Dr. Kolleh A Bangura of the EPA-SL thinking of the credibility of his institution and his principal role in protecting the environment and the forest reserve initiated an idea to Mr. William Bangura and Kate Garnett of the Forestry Department to arrest the woman and hand her over to the Sierra Leone Police for further questioning. Late in the evening yesterday, she was arrested by Police officers from the Adelaide Street Police station.

Madam Bull is not alone that is engaged with land grabbing in the Western Area Peninsular Forest. At the Number Two River, she allegedly admitted that she is conniving with the Councillor of the area to grab the land in the protected area. She also admitted to have been using a senior land officer during her dealings but the officer is presently undertaking medication.

Section 33 and 34 of the Anti Corruption Act of 2008 as amended prohibits the act of Corrupting and bribing public officers as well as influencing them to commit corrupt practices. If Madam Bull is going to be charged, she will be charged with offences such as illegal entering and causing damage to the forest, wanting to corrupt and bribe public officers.

Kolleh said the government of Sierra Leone will continue to chase all perpetrators of the forest and ensure they face the full penalty of the law. Commenting on the implication of the Councillor at Number Two River, Dr. Kolleh and Mr. William Bangura said they have alerted the police and will ensure he is brought in for questioning.

The Ministry of agriculture Forestry and Food Security and the Environment Protection agency of sierra Leone have both agreed to allow the law to take effect on Madam Tina Bull so that other forest and land grabbers will be taught good lessons.
